چکیده مقاله:

مساله تعادل و عدم تعادل فضایی همواره یکی از دغدغه­های سیاستگذاران و برنامه­ریزان منطقه­ای در ایران بوده است. تبیین این مساله نیازمند رعایت دو پیش­نیاز است که تاکنون مورد توجه تحلیل­گران منطقهای در ایران قرار نگرفته است؛ نخست شناخت پایه­های نظری نظریه­های فضاپذیر و فضاگریز و دوم بهکارگیری آمارهای یکپارچه و منسجم مانند جدول داده-ستانده چندمنطقه­ای. هدف اصلی مقاله حاضر واکاوی این دو پیش­نیاز در کنار بهکارگیری الگوی چندمنطقه­ای با تاکید بر اثرات بازخوردی در سنجش تعادل و عدم تعادل فضایی است که حول سه سوال بررسی می­شود: آیا رابطه مستقیمی میان اندازه GDp مناطق با اثرات سرریزی و بازخوردی آن­ها وجود دارد؟ کدامیک از مناطق نقش بیشتری در تعادل فضایی دارند؟ و در نهایت کدامیک از بخش­های اقتصادی، نقش بیشتری در برقراری تعادل فضایی کشور ایفا میکنند؟ در راستای پاسخ به این سه سوال براساس آخرین مصوبه شورای عالی آمایش سرزمین و با استفاده از روش ترکیبی FLQ-RAS برای نخستین بار در ایران جدول داده-ستانده ۹ منطقه در قالب ۷ بخش اقتصادی برای سال ۱۳۹۰ محاسبه شده است. یافته­ها نشان می­دهند: ۱- رابطه مستقیمی میان اندازه GDp و اثرات سرریزی مناطق وجود ندارد. ۲- اثرات بازخوردی مناطقی که اندازه GDp کمتر است، بیشتر بوده و بنابراین مناطق فوق نقش بیشتری در ایجاد تعادل فضایی در کشور ایفا می­کنند و ۳- اثرات بازخوردی بخش صنایع وابسته به کشاورزی در هشت منطقه بیشتر از سایر بخش­های اقتصادی است و به این ترتیب بخش پیشران در برقراری تعادل فضایی در کشور بهشمار می­رود.
