In this paper, the effect of load characteristics on its priority in Under Frequency Load Shedding (UFLS) is first analyzed. Then, a new method for technical prioritization of power system loads for UFLS is presented. In this way, the system loads are arranged in a prioritization list for different events based on their effect on the average frequency characteristics after the disturbance and UFLS process. Using this prioritization list, a multistage UFLS scheme is designed and compared with other schemes, including a UFLS scheme optimized based on the worst outage of the system. The simulation results show the complete superiority of this UFLS method over other methods in terms of minimum, maximum and steady-state frequencies, as well as the speed of frequency recovery for a large number of possible scenarios. With these results, it can be claimed that the proposed method has increased the adaptabilityof the multi-stage UFLS scheme to different events scenarios.
