In Iran, the need to build several projects in different parts of the country is clearly felt, and economic growth and development can only be achieved by investing in economic programs and projects. Given the increasing demand, the current trend of investing more in water and wastewater infrastructure is under government control and the government is facing serious problems in financing. Recently, the use of BOT contracts to attract investment and access to state-of-the-art technology and the benefit of efficient management has been considered. In this article, we first attempt to examine the mechanism of BOT contracts, and second, to identify the specifics of BOT contracts and explain more about their application in the water and wastewater industry. Having the proper structure and organization for the activities and decisions of both parties to the BOT contract is essential. This paper addresses planning and management in identifying and prioritizing the problems facing BOT projects in the water and wastewater industry in urban development using the AHP fuzzy hierarchical approach and outlines five key criteria in planning and managing these contracts. Describes water and wastewater projects that are very effective in urban development.
