Learning effects is the key factor in project management, for the reason that much of the success of a project lies in adapting to the changing environment of any project. Considering the learning effects while planning and scheduling repetitive construction projects can help provide a realistic forecast of their duration and resource requirements. The key to change lies not in individual learning, but in the learning of the group that integrates the project, what would be called project learning. Learning impacts in project is a significant factor which can deeply influence to various factors such as cost, scheduling, risks and tasks' duration of project. This paper introduces a state-of-art LP mathematical model which considers the impacts of learning through the total duration of project. The objective of the proposed model is minimizing the total duration time which consume in engineering phase of project. The model solves with CPLEX solver of GAMS 23.0 with real world data of RUMAILA Combined Cycle Power Plant and the result is shown the 29.9% positive reduction in total duration.
