دکتر علی رستمی، دانش‌آموخته دکتری تخصصی مهندسی برق قدرت از دانشگاه کردستان، دارای بیش از یک دهه تجربه در صنعت برق بوده و به عنوان یکی از پژوهشگران فعال در این حوزه شناخته می‌شود. ایشان در تمامی مقاطع، رتبه‌ های برتر فارغ التحصیلی را کسب نموده و در حوزه پژوهش نیز بیش از ۴۰ عنوان مقاله در معتبرترین ژورنال‌ها و کنفرانس‌های بین‌المللی و ملی منتشر کرده است. دکتر رستمی از سال ۱۳۹۰ با دانشگاه‌های مختلف استان کرمانشاه و از سال ۱۳۹۸ با پژوهشگاه نیرو (مرکز غرب) در زمینه آموزش همکاری داشته و از سال ۱۳۹۲ نیز به صورت تمام وقت و فعال در بخش‌های مختلف صنعت برق (توزیع، انتقال و تولید) اشتغال دارد. ایشان در حال حاضر به عنوان رئیس گروه مهندسی و برنامه‌ریزی نیروگاه گازی مشغول به کار بوده و پیش از این، مدیریت واحد تعمیرات الکتریک نیروگاه حرارتی بیستون را بر عهده داشته است.
