open government data platforms and dimensions (e-Federalism or e-Centralism)

Open Government Data (OGD) as a subject of e-government has led to releasing values of hidden government data, so that it creates opportunities for increasing transparency in government performance, participation of citizens, innovation and economic growth. To succeed in implementing OGD initiatives, it is necessary to know the OGD platforms, their specifications and approaches. Hence, first, we overview the expected general and common specifications of the OGD platforms; second, investigate the OGD platform approaches by study the related features in federalism and centralism as most common government ecosystem. In this paper, for the governments with central ecosystem, which is dominant in many countries and also in I.R. of Iran, we propose a new OGD platform, which in spite of the emphasis on having a single and centralized strategy for OGD platform implementation but focus on the provision of innovation requirements by delegation of more authority to local organizations to promote OGD initiatives.
