We live in uncertain situation. Frequently the plans are encounter with daily obstacles. One of the usable theory for overbear such problems is constraints theory. It is based on achievements not cost , it means we should find the bottlenecks of planned process and overcoming them. This paper reviews addiction of female and marginalized zones as two examples for prevention strategies prioritizing based on Risk and Productive factors (RPFs)changes and use of constraints theory for them. By illustrating of originating the addiction in females and in marginalized zones, we can see two pictures of complicated statements those are integrated by many arrows. These are RPFs that forced the next step in addiction formation. Which strategies are the best choices The simplests The cheapest The most acceptable by politicians Or something else Constraints theory answers! Those are operable that were determined by the least waiting material for passing the bottlenecks. It is believed that information about consequences of drug use, can decrease the probability of addiction. The main parts of the process are content production, people demand and, education. More content production is wasting our resource when the bottleneck is no demand . The constraints theory has five focusing steps that follow each other and make an ascending spiral: a-constraints identifying b- exploitation of them c- subordinate and synchronize to the constraints d-elevate the performance of the constraints e- constant and overbear them and move to new constraints.We can divide the constraints in two kinds, internal and external or five types (behavioral, management, capacity, market, logistical). By systemic approach, many RPFs intervene in addiction of female sex and marginalized zones. When we design a plan for prevention the steps of process (or a chain /chains) will define. The weakest chain ring is the most important, the constraint theory tells us look forward the weakest and choose accept it or strength it. Based on 3 items, typology of constraints, process of female addiction and RPFs changes, which strategy is better The empowerment or force them to continue a chaotic relationships in women The education strategy or migration prohibition, in marginalized zone It is clear, one of them that has less constraints, more effective and longer effects. If a strategy is more effective and longer effects but has more constraints, we should pass this contradiction. The solution is planning for overbear the constraints. This paper tries to explain to use technical tools for this overbear.
