Nowadays, Value Engineering (VE) is known as a powerful management method for improving the functions of systems. Optimal allocation of costs could be possible Using VE method by identifying the application of products or services. Determination of the priority of construction between two approved substation (Anjirak and Amirkabir) could be achieve by this method. So, Regional Electric Company of Bakhtar suggested a workshop in VE and TAVANIR Company approved it. For this reason, a workshop of VE was held with some experts of different parts of electrical industry. The main criteria of this optimization problem has been proposed as follow: Investigation & Operation costs, Installation period, Reliability, Requirements of grid in a ١٠ years horizon, Environment, Condition of Operation, Restrictions of law. In the first step, ٥٠ suggested alternatives were summarized to ٧ different alternatives. In the next step, the value of each alternative has been analyzed using weighting of the criteria. At last, the best alternative has extracted from the others.
