چکیده مقاله:

This paper does emphasize the importance of HUMAN RESOURCES ACCOUNTING AND MANAGEMENT (HRAM) in any organization. The paper starts with a brief background on Human Resources Accounting and how to measure the value of human resources. Then different human resources cost accounting methods and their limitations are briefly studied. Afterwards Human Resources Management (HRM or HR) is studied and how HRM could help a business gain competitive advantage. Productivity, aftersales services and quality control or Total Quality Management (TQM) techniques should also be taken into consideration. In the next section we study the European Solution -2014 based on experiences and recommendations of the COMMISSION TO THE EUROPEAN PARLIAMENT, THE COUNCIL, The EUROPEAN ECONOMIC AND SOCIAL COMMITTEE AND THE COMMITTEE OF THE REGIONS for a European Industrial Renaissance. In this section vocational training and GDP growth as well as Foreign Direct Investment (FDI) and finance methods are observed. In the final section which is the Recommandations ; the author offers solutions to Human Resources challenges of the 21st Century.
