Still it is unclear how, when, why and who has initiated the PSI. Of course, as usual, the US administration is accused of applying it but, there are well founded documents indicating it was Tony Blair, the British Prime Minister who advocated PSI to George Bush, the US President, to implement it. Because of US military strength and its unilateralism behavior in international relations, Britain as its close ally influences the direction of US foreign policy.There is no doubt that the US administration takes decisions on the bases of national interests and concerns over the subjects which are shared with its European partners and Britain in particular. But some of the issues are imposed up on US administration on the bases of US military power and not the benefit of international security. On May 31, 2003, President Bush, in a speech in Poland launched the PSI. It seemed that seize of a shipment of missiles to Yemen from North Korea was the reason to initiate it. The US State Department described PSI as a "response to the growing challenge posed by the proliferation of weapons of mass destruction- WMD"
