Given the obvious need for interaction between Muslim and non-Muslimstates, the important question arising here is the extent to which thisinteraction is consistent with an Islamic theological idea under which theworld is divided into two territories, one where Islam rules, Dar al -Islam i.e.the House of Islam, and one where Islam does not rule, Dar al - Harb i.e. theHouse of War. What makes this question more sensitive is that, regarding tothe idea in question; some Muslim scholars believe that all Muslims shouldform a single state, whose purpose is to conquer non-Muslim nations, tosubordinate them to Islam and Shari’a. This article is meant to answer thiscontroversial question
