چکیده مقاله:

Meritocracy is often an organizational category and refers to the functions of human resource management, especially in issues such as the selection and appointment of managerial occupations. While the managers selection, appointment and even maintenance are merely manifested features of meritocracy and the establishment of a meritocracy and any analysis of its roots, challenges, and obstacles require a widespread and comprehensive study, evidence suggests that there are many organizational problems in organizations,institutions and companies. Undoubtedly, the existence of these problems reduces the effectiveness, efficiency and, ultimately, productivity of an organization. One of these challenges is the formation of the political dowry phenomenon in government organizations, which has made the organization s performance management systemvulnerable and challenged the meritocracy system. Political dowry in the Islamic system is considered to be a very indecent phenomenon and an anti-value behavior. Based on this, any damage that any official brings to the belief and faith of Muslims through political dowry to enter an organization or take over a position will be verydestructive. Hence, with no political justification, money and public property should not be used to help a person reach their destination. This phenomenon has different manifestations in our country. This political phenomenon, far from the Islamic ethics, by no means suits the political and administrative system of our country. Although this dowry is prepared in legal capacity, political and administrative intellectuals understand it well.
