Identifying and Ranking the Barriers to Implementing the Import and Export Procedures with a Focus on the Revised Kyoto Convention

The changing conditions of the world in the international arena and the challenges arising from them, as well as the increasing need to coordinate and keep pace with the visions, goals, priorities and work programs of the World Customs Organization and its member states have made the customs throughout the world adopt and apply a set of commercial, economic, industrial, security and health rules and policies. Customs acts as a key effective and important economic margrave in the chain of international trade, and the extended investments in the private sector and international competition to attract foreign investment, the Increasing regional trade agreements and the growing use of the latest achievements of ICT have all had a considerable impact in changing the role and nature of the modern functions of customs.Achieving these goals involves bringing about changes in different aspects such as management methods, rules and regulations, human resources, and the processes and procedures of customs and following and practicing new approaches to perform the customs formalities. Therefore, standardization of customs procedures with an emphasis on the Revised Kyoto Convention is one of the structural factors of new customs, which cannot be done unless the way is paved for it. The aim of this study is to identify and prioritize the barriers to implementing these standards in order to achieve the above-mentioned goals. For this purpose, we have used the survey method by using interviews and distributing questionnaires, and ranked the challenges via paired comparisons (Mehrgan, 2007: 25) following the interviews with experts and analysis of the data in 6 main groups and 27 subgroups. It was shown that the degree of importance of the main challenges and their subsets is different. In order to explain the subject in this regard, three conceptual models were developed by the researcher, the first representing the effects of implementing the Revised Kyoto Convention standards, the second being a suggestion made by experts in line with the results of ranking the challenges and overcoming them, and the third being the final model of the research and showing the ranking of the challenges.
