Energy Auditing in buildings is the first step for Energy Planners to find energy conservation solutions for buildings. A city in the suburbs of Tokyo, called Hachioji was chosen as a model city for Energy Auditing. The study was undertaken for different socio-economic sectors of this city. These sectors are Residentials, Offices, Hotels and Department Stores. Useful Energy consumption per square meter of buildings in each sector was calculated based on Energy Audit data gathered in different seasons of year during 24 hour periods. Useful Energy was calculated for Space Heating, Space Cooling, Hot water, Cooking and utilities which require electricity (Non-substitutable electricity). A linear demand driven ptimisation model based on minimising primary energy consumption was developed to obtain an optimum energy system and the role of new conversion technologies in short term energy planning. Also the effect of new technologies for CO2 mitigation is seen in this model. The Optimal Solution by Minimising total primary energy consumption in the long run is obtained. MESSAGE (Model for Energy Supply Strategy Alternatives and their General Environmental Impact) is a systems engineering optimization model used for medium to long-term energy system planning. The model provides a framework for representing an energy system with all its interdependencies from resource extraction, imports and exports, conversion, transport, and distribution, to the provision of energy end-use services.
