Approaches for the advancement of Information Technology inTransition Economies

Transition or transitional economies are economies that are exchangingfrom a centrally organized economy to a free trade. Transition economiesundertake economic freedom, where trade efforts set prices more than acore planning organization and trade obstacles are replaced, designationof government-owned firms and resources, and the generation of afinancial sector to advance the motion of personal capital. The transitionprocess has some usual indexes and generally distinguished by thechanging and generating of institutions, especially private firms; changes in the character of situation, thereby, the generation of essentiallydifferent governmental institutions and the enhancement of personablefirms, trades and independent monetary firms. One of the most importantaspects of growth in transition economies is the tedious role ofInformation Technology (IT) in these development processes. Mostresearches in the field of IT impact on productivity and economic growthproposes a positive and important influence of IT on these factors. Somestudies, such a positive relationship in developing countries areconfirmed. In this paper by using Porter's framework for thecompetitiveness of the countries, we investigated the situation of ITindustry in transition economies to involve a detection of currentconditions and to produce some strategies for the government and for thebusiness sector. In brief, it should stress the IT sector taking benefit of itspowers and looking for particular trade niches.
