چکیده مقاله:

Tragic disasters and catastrophic failures have unfortunately become a fact of life. In these disasters, complex systems such as transportation and telecommunications are highly vulnerable to fail. Concerted efforts are required to make infrastructure more disaster-resilient”. Transportation network is one of the main and critical infrastructures of the urban society. Disasters on such networks have the potential to significantly affect the functioning of society. Pre-planning for a resilient transportation network is therefore required. In recent years following to catastrophic disasters and terrorist attacks many researches have been carried out around the concept of resilience in infrastructure system. Among this a massive number of governmental reports have been provided intending to integrate resilience policies into the countries’ infrastructure system’spolicy. Although these studies play an important role inclarification of resilience definition and outlining its essential characteristics for infrastructure system, hitherto, the gap between theory and practice as well as operational method of implementation still remains underresearched. For resilience of the transportation there is a need for the capacity of the network to absorb the effects of a disruption and to quickly return to normal operating levels.Given the complexity of resilience and its definitional ambiguity, the ability to practical assessment of such a concept in different sectors helps to bridge the gap between theory and application. Transportation resilience implementation process will be discussed in this study. This paper aims to propose a methodological approach to implement measuring the transportation sector resilience and identify requirements and issues of infrastructure resilience implementation process in practice. The outcome can be worthy for stakeholders and researchers to comprehend the gap between theory and practice in application of resilience related policies in transport sector.
