Nowadays, the impact of the new advancement technological and the massive convergence ofe-commerce transactions have caught the attention of individual consumers, businessenterprises, governments, and international organizations and underscored the need to developa regulatory framework, including an effective dispute resolution mechanism, which matchesthe nature and fulfills the demands of this novel phenomenon. E-commerce has brought intoquestion the efficiency and sufficiency of traditional regulatory mechanisms and legalconceptions. As a matter of fact, the inherently international nature of the digital networks andcomputer technologies that comprise the electronic marketplace requires a global approach.The global network environment challenges the abilities of each country or jurisdiction toadequately address issues related to consumer protection in the context of electroniccommerce. The fact is that disparate national policies may impede the growth of electroniccommerce, and as such, the issues related to e-commerce may be addressed most effectivelythrough international consultation and co-operation.However, this article explores the features of new technology in international economicrelations and argue that the use of new technology and development of e-commerce bringforth the indispensability of redefining some aspect of national and international transactions.To illustrate the issue, first I discuss the fact of international and regional economicintegrations in general and Iran’s economic development in particular. I briefly explore someaspect of the novel area namely E- commerce and its impact on international and also Iran’ssocial and economic development plan.
