چکیده مقاله:
Public organizations operating in knowledge-intensive domains face a distinctive challenge in adopting artificial intelligence: the governance, accountability, and legitimacy requirements of public administration impose constraints that private-sector AI adoption frameworks do not adequately address. This study develops a strategic technology management framework for AI adoption in knowledge-based public organizations through a qualitative-conceptual research design combining systematic literature review with design science methodology. The framework integrates constructs from strategic management, organizational theory, knowledge management, and public administration into a three-layer architecture encompassing strategic and institutional alignment, organizational and structural readiness, and operational and technological integration. Each layer is operationalized through diagnostic constructs that enable practitioners to assess adoption readiness and identify binding constraints prior to technical deployment. The framework advances existing literature by treating governance legitimacy, knowledge infrastructure maturity, and explainability design as first-order constructs rather than contextual qualifications of private-sector models. The study contributes a theoretically grounded and practically actionable instrument for public sector decision-makers, policy designers, and researchers engaged with the governance dimensions of AI adoption in public administration.
