چکیده مقاله:

The rapid growth of digital information and big data has fundamentally transformed the way organizations create, manage, store, retrieve, and utilize records for operational and strategic purposes. In this context, effective records management has become increasingly important for ensuring information availability, reliability, authenticity, security, and accessibility. Electronic Records Management Systems (ERMS) provide an integrated mechanism for managing records throughout their lifecycle and can contribute to organizational effectiveness, institutional accountability, regulatory compliance, and informed decision-making. However, the increasing volume, variety, and complexity of digital records has created new challenges for organizations in maintaining information quality and transforming dispersed data into actionable organizational knowledge. This study examines the strategic role of electronic records management in strengthening organizational competency and supporting decision-making in the big data environment. Drawing on the literature on electronic records management, information governance, organizational competency, and digital transformation, the study conceptualizes ERMS as an organizational capability that facilitates the systematic capture, classification, preservation, retrieval, and utilization of structured, semi-structured, and unstructured records. The analysis highlights that effective records management can improve information quality, reduce information redundancy, strengthen transparency and accountability, support regulatory compliance, preserve organizational memory, and enhance the availability of reliable information for managerial planning and performance assessment. Furthermore, integrating records management practices with contemporary digital technologies can enable organizations to respond more effectively to information-intensive environments and improve their capacity to make timely and evidence-based decisions. The study concludes that ERMS should not be regarded merely as a technical repository for digital records; rather, it represents a strategic organizational infrastructure that can contribute to sustained organizational competency, operational efficiency, informed decision-making, and long-term competitiveness.
