چکیده مقاله:
Municipal cultural and social programs have increasingly become important instruments through which local governments seek to strengthen social cohesion, improve relationships between citizens and public institutions, and encourage more active forms of participation in urban governance. Beyond their traditional role in providing recreational, artistic, educational, and community services, such programs can create repeated opportunities for interaction, dialogue, cooperation, and collective problem solving among residents with different social, cultural, and economic backgrounds. This article investigates how municipal cultural and social programs can contribute to the development of social capital and citizen participation and examines the institutional mechanisms through which these outcomes may emerge. The study adopts a conceptual and analytical review approach based on interdisciplinary literature concerning social capital, civic engagement, participatory governance, cultural policy, collaborative governance, and urban regeneration. The analysis distinguishes bonding and bridging dimensions of social capital and considers the importance of trust, networks, reciprocity, belonging, institutional openness, and perceived influence over local decision-making. It argues that municipal programs are most meaningful when citizens are not treated merely as audiences or beneficiaries but are incorporated into program design, implementation, evaluation, and decision-making. The article further develops an integrated framework connecting cultural participation, social interaction, social capital formation, institutional trust, and citizen participation in urban governance. Finally, it identifies major implementation challenges and proposes a policy-oriented model for municipalities seeking to transform cultural and social programs into durable mechanisms of inclusive urban governance.
