چکیده مقاله:

The exponential proliferation of clinical data in digital health ecosystems necessitates rigorous data governance frameworks to ensure data integrity and system sustainability. This study presents an operational framework for a strategic health information management plan. To optimize computational overhead and ensure deterministic reliability, speculative prediction components were entirely removed from the architectural design. Instead, the framework strictly integrates only one of the three originally proposed operational tasks, focusing exclusively on deterministic data standardization. The operational efficiency of this single-task architecture is visually modeled through a phased sequential flowchart. Furthermore, a comprehensive financial evaluation is conducted to analyze the system's cost structure against a projected revenue forecast of ۲ billion local currency units. The results indicate that isolating a single governance task not only streamlines data processing but also ensures robust financial viability for large-scale digital health deployments.
