چکیده مقاله:

Compassion has long been theorized as a virtue of persons: an affective ‎and cognitive responsiveness to the suffering of another. Yet the suffering ‎that dominates modern life is increasingly mediated by institutions rather ‎than by individuals — by health systems that ration attention, welfare ‎bureaucracies that mislay the vulnerable, courts that grind slowly, and ‎administrative machinery that meets need with procedure. This article asks ‎whether an ethical predicate ordinarily reserved for individuals can be ‎transposed to the institutional level: can an institution be cruel, or ‎compassionate? Against the objection that institutions lack the inner states ‎in which compassion is said to consist, I defend a functional and relational ‎reconstruction on which institutional compassion names not a collective ‎feeling but a stable disposition of an institution's design, procedures, and ‎practical orientation toward those who suffer under its authority. Drawing ‎together three traditions usually held apart — the ethics of care (Gilligan, ‎Noddings, Tronto), the ethics of institutions (Rawls, Sen, Young), and ‎administrative ethics (Frederickson, Cooper, Denhardt) — I propose an ‎Institutional Compassion Framework organized around three dimensions: ‎recognition of suffering, moral responsiveness, and institutional capability. ‎I argue that the framework is conceptually defensible, that it escapes the ‎standard charge of category error, and that it yields an evaluative ‎vocabulary for public governance that neither justice nor efficiency ‎supplies on its own. The argument is philosophical rather than empirical, ‎and it closes by marking the objections a fuller theory must still answer‎
