چکیده مقاله:

Succession planning, as one of the most critical strategies in human resource management, plays a ‎decisive role in ensuring managerial continuity, transferring organizational knowledge, and ‎developing human capital. In large and knowledge-based organizations, especially the Ministry of ‎Petroleum of the Islamic Republic of Iran, the departure of key managers and specialists can lead ‎to reduced organizational effectiveness and the loss of tacit knowledge. Therefore, identifying and ‎prioritizing the indicators affecting succession planning is of particular importance. The aim of the ‎current research is to identify and prioritize the succession planning indicators in the Ministry of ‎Petroleum using the Fuzzy SWARA (SWARA-F) method. The research is applied in terms of ‎purpose and descriptive-analytical in terms of method. The statistical population of the research ‎included senior managers, human resource managers, organizational development specialists, and ‎experts in the field of succession planning at the Ministry of Petroleum. Research data were ‎collected through semi-structured interviews and expert questionnaires. In the first stage, ‎succession planning indicators were extracted from the literature and finalized after expert ‎confirmation. In the second stage, utilizing the Fuzzy SWARA method, the weight and relative ‎importance of the indicators were determined. The research findings indicated that the "Leadership ‎Competencies" indicator, with a final weight of ۰.۱۵۲, ranks first. Following this, the indicators ‎‎"Mentoring and Experience Transfer," "Decision-Making Skills," "Knowledge Documentation," and ‎‎"Talent Assessment" were ranked second to fifth, respectively. The results also showed that the ‎‎"Competency and Leadership" dimension is considered the most important dimension of ‎succession planning in the Ministry of Petroleum.‎
