Systematic Review on Resource Mobilisation Strategies and Financial Sustainability of Public Higher Education Institutions

This systematic review explores resource mobilization approaches and financial sustainability of public higher education institutions. This review employs the PRISMA framework and evaluates peer-reviewed articles on the matter found in databases, namely SCOPUS and Google Scholar, within the period from ۲۰۰۰ till ۲۰۲۴. There were ۳۴۱ articles identified but only ۴ satisfied all the requirements set for the literature selection. Some initial conclusions drawn from the selected studies show that public higher education institutions tend to be highly dependent on traditional financial resources namely student tuition fees and donors' contributions along with new sources including earnings from research and consultancy, partnership between the public and private sectors and financial investments. In addition, three recurrent obstacles to financial sustainability in higher education institutions including problems associated with institutional governance as well as dependency on government subvention. Thus, inclusion of all aforementioned factors would be a remedy towards financial sustainability across public higher education institutions.
