Culture is not an optional supplement to foreign-language instruction; it is one of the principal contexts through which language acquires meaning and becomes usable in social life. This paper examines the role of culture in foreign-language learning through a focused narrative review of established scholarship in applied linguistics, language education, sociocultural theory, identity studies, and intercultural communication. The review considers culture as dynamic, internally diverse, historically situated, and expressed through discourse, interaction, texts, practices, and institutions rather than as a fixed catalogue of national customs. It argues that cultural learning supports learners’ interpretation of meaning, development of pragmatic competence, motivation, identity negotiation, and participation in intercultural encounters. At the same time, cultural content can reproduce stereotypes when it presents one supposedly homogeneous national culture or treats native-speaker behavior as the only legitimate norm. The paper therefore proposes a critical and dialogic approach in which learners compare perspectives, analyze authentic and adapted texts, reflect on assumptions, and develop strategies for mediation and negotiation of meaning. The central conclusion is that effective foreign-language education integrates linguistic and cultural learning while recognizing learners’ existing repertoires and identities. Such integration prepares learners not merely to produce grammatically accurate sentences, but to interpret situations, respond appropriately, question cultural generalizations, and participate ethically in multilingual and multicultural communities.
