Analyzing the Effects of Transformational Participation on Smart Cities with a Focus on the Urban Environment

Urban management is considered one of the most influential elements in organizing and planning cities, which play a very important role in managing city affairs. It is obvious that this management structure is able to perform its duties well when it is designed appropriately and optimally and acts based on the satisfaction of citizens, which is achieved with a participatory approach to management. This article aims to extract the parameters of achieving a smart city with the help of the transformational participation strategy and the basic strategies for achieving a smart city (with an emphasis on transformational participation) of the classical Delphi technique, by studying the library of smart cities in the world and the results obtained from the global standards system. The parameters considered in this study include citizens' priorities (determination of priorities for urban management services by citizens), citizens' decisions, citizens' supervision (people's supervision of the performance of the municipality), crowd sourcing services and citizen profitability, justice in service delivery, cost-effectiveness, citizens' trust, and citizen security. The results showed that citizen decisions, crowd sourcing of services and citizen profitability, and citizen security are of higher importance and should be at the top of urban planning priorities for smart city development through citizen transformational participation.
