Unlocking Hidden Urban Value: An Integrated Spatial-Economic ‎Model for Sustainable Municipal Revenue through Urban ‎Regeneration

Urban regeneration is commonly approached as a physical, social, and environmental ‎intervention, while municipal revenue generation is often treated as a separate fiscal issue. ‎This study develops an integrated model explaining how regeneration can contribute to ‎sustainable municipal revenue through spatial-economic capacity, investment mobilization, ‎economic activation, value creation, and urban governance. A ۴۲-item questionnaire structure ‎was operationalized across seven constructs and a simulated dataset of ۱۳۲ observations was ‎generated for methodological development. The data were analyzed using reliability ‎assessment, construct-level structural regressions, bootstrap mediation, and moderation ‎analysis. The simulated results indicate positive relationships between spatial-economic ‎capacity and investment mobilization, investment and economic activation, economic ‎activation and value creation, and value creation and sustainable municipal revenue. ‎Investment also shows an indirect role in the relationship between urban regeneration and ‎municipal revenue. The moderation analysis provides evidence that governance can condition ‎the strength of the spatial-economic-capacity-to-investment relationship. These results ‎support a value-activation perspective in which regeneration is not treated as an automatic ‎revenue source but as a mechanism that activates latent spatial-economic capacity and creates ‎conditions for investment and value capture. Because the dataset is simulated, all numerical ‎findings are methodological demonstrations and must be replaced with empirical results ‎before submission as an original empirical study.‎
