The transition from the digital to the intelligent organization is one of the most fundamental managerial shifts of the present decade, one in which artificial intelligence is redefined not as a technological tool but as an organizational capability intertwined with structure, process, data and governance. Despite rapidly growing investment, a considerable share of Al initiatives stalls at the prototype stage and never reaches sustained business value. The root of this gap is the absence of an integrated, stage-based framework for conceptualizing intelligent organization maturity. This study is a conceptual review that analyses the literature published between ۲۰۱۵ and ۲۰۲۵ and, by combining three theoretical lenses, namely the resource-based view, dynamic capabilities and the technology-organization-environment framework, formulates seven constituent dimensions of maturity: data governance and quality, technical infrastructure and intelligent architecture, human capital and Al literacy, strategy and business alignment, processes and operating model, culture and transformational leadership, and Al ethics, governance and risk management. On this basis, a five-level maturity framework comprising the initial, experimental, integrated, optimized and self-adaptive levels is proposed, with the dominant characteristics and transition criteria of each level. Eight testable propositions and a three-stage plan for empirical validation are also presented. The main contribution is the elevation of ethics and governance from a peripheral consideration to a structural dimension, and the linking of maturity levels to the sensing, seizing and reconfiguring functions.
