Information Resources Management and Organizational Information Systems: Challenges, Approaches, and Future Directions

The question of how organizations should manage their information resources is hardly new, but it has gained renewed urgency as digital transformation continues to reshape organizational structures in ways that few anticipated. This paper takes a critical look at the existing literature and draws on field evidence from Iranian organizations to offer a more grounded picture of where information resources management (IRM) stands in practice. Using a mixed-methods design — semi-structured interviews with senior managers alongside a standardized questionnaire administered to frontline professionals — the study surfaces a persistent gap between what organizations claim to do and what they actually do. That gap, the findings suggest, is less a function of financial constraints than of weak data governance and the absence of strategic thinking about information as an organizational asset. The paper closes by proposing a four-dimensional model and a set of practical steps that organizations can take without waiting for large-scale infrastructure investments.
