There are over ۱۸۰ countries in the world that are certainly not the same in terms of profitability for countries that are willing to expand their foreign activities. The selection of foreign markets should take into account their long-term profitability potential, which, in turn, depends on a large number of factors. In this study, the quality of the foreign market of the ۲۷ Middle Eastern countries and CIS (Commonwealth) region was evaluated with the average of World Bank data and finally ranked based on performance values. In this regard, a fuzzy data envelopment analysis model based on BCC and CCR models is proposed in the input-oriented mode. To better compare performance, the proposed method has been studied with membership modifications and different alpha-cuts. The reason for the proposed fuzzy pattern is that in this method, since data are expressed as different functions with membership values, they are somehow considered uncertain in the data in the pattern. In these cases, with different variations in the data, there will be little effect on the outputs and the method's resistance to higher probability uncertainties. Finally, the performance of the studied countries is compared and ranked according to the proposed method with four different membership functions and ۱۰ alpha-cuts. The results show that in all of the fuzzy patterns, improvement of the normal pattern has been achieved. Comparing the proposed fuzzy models in the input-oriented section, the fuzzy data envelopment analysis method with a gentle gradient trapezoidal membership function produces the best performance. Also, the best rank in the fuzzy input-oriented segment for Iran is among the other countries in the second place, with the explanation that Egypt has the highest performance and the highest rank in the country and Cyprus has the lowest performance and the lowest rank among the countries studied in the pattern Fuzzy has been suggested.
