Despite significant theoretical advancements in data-driven governance, its practical implementation in Iranian cities faces a substantial gap. This research proposes a conceptual framework for integrating data-driven management into the smart governance of Shiraz, Iran. Grounded in Socio-Technical Systems Theory, the Shiraz Data-driven Smart Governance Framework (SDSGF) is presented. In this framework, the Shiraz Municipality Data Center serves as the core hub, connecting five iterative stages—Collection, Integration, Analysis, Decision-Making, and Execution—through continuous feedback loops. The framework explicitly aligns four socio-technical subsystems: technology infrastructure, organizational processes, human participation, and legal governance. Key priorities identified for the Shiraz context include smart tourism, environmental monitoring, and citizen participation. The SDSGF provides a theoretical foundation for future empirical testing and offers urban managers a structured lens for designing data-driven governance initiatives in resource-constrained, non-Western contexts.
