Floating cities have emerged as an innovative response to the growing challenges of climate change, sea-level rise, and coastal urban land scarcity, particularly in vulnerable regions such as the Persian Gulf. This study aims to systematically examine the feasibility of establishing floating cities through an integrative review of ۳۳ selected scholarly sources. A qualitative content analysis approach was employed, using open, axial, and selective coding to extract and synthesize key themes across environmental, architectural, engineering, infrastructural, economic, legal, and socio-cultural dimensions. The findings indicate that floating cities are not merely a technological or architectural innovation but a complex socio-technical system requiring multidimensional integration. Environmental drivers such as climate change and coastal flooding act as primary motivators, while modular urban design, advanced marine engineering, and renewable energy systems constitute key enabling technologies. However, significant barriers remain in terms of high economic costs, lack of legal frameworks, governance uncertainties, and social acceptance. The study concludes that although floating cities are still in an emerging developmental stage, they represent a potentially viable adaptive strategy for coastal urban resilience if supported by interdisciplinary planning, regulatory innovation, and sustainable investment models. The proposed conceptual framework provides a structured foundation for future research and policy development in floating urbanism.
