Supplier Performance Improvement and Value for Money Delivery in Dodoma City: A Case of Selected Public Procuring Entities

Supplier performance has been questioned by various practitioners within and outside the procuring entity. Delayed delivery of goods and services has been prolonged thus affecting procuring entities to achieve the expected objectives. Quality related issues have been unveiled being linked to technical incompetence’s among selected bidders and inability to understand client’s specification. On the other hand, procuring entities exhibit challenge of effective management of contract upon signing of the contractual obligations. This has been accelerating performance deficiencies among selected suppliers. Thus, supplier improvement program was found to be indispensable to ensure consistency value for money delivery. Specifically, the study intends to examine the effect of technical competence on value for money delivery and effect of contract management on value for money delivery in public procurement. The study is quantitative in nature, where purposive and stratified sampling techniques were adopted to obtain ۱۲۰ respondents. The findings revealed that technical competence has a positive and significant effect on value for money delivery. On the other hand, contract management has a positive and significant effect on value for money delivery in public procurement. The study recommends continuous implementation of supplier improvement program to the selected potential bidders. This would transform ability of suppliers to deliver exact what has been ordered by procuring entities consistently.
