Conventional seatbelts remain one of the most effective passive safety devices in vehicles; however, their performance depends on proper and consistent usage. Human non-compliance, incorrect fastening, and discomfort reduce their protective value. This paper proposes a novel Smart Adaptive Seatbelt System (SASS) designed for smart and semi-autonomous vehicles. Unlike traditional mechanical belts, SASS remains unobtrusive during ordinary driving and automatically fastens only when a hazardous condition or pre-crash signal is detected. The system integrates soft composite webbing, dual-strap architecture, multi-modal hazard detection, rapid electromechanical fastening, and predictive control algorithms. This research provides the conceptual framework, technological architecture, hazard-response logic, prototyping guidelines, commercialization pathways, and managerial implications. A review of safety literature identifies the gap between passive systems and future intelligent restraint technologies. Findings suggest that SASS can improve occupant protection, enhance user compliance, and align with trends in next-generation mobility. The paper concludes by outlining prototyping priorities and market opportunities for automotive manufacturers and technology suppliers.
