Urban construction projects play a critical role in modern municipal governance and sustainable urban development. Municipalities are responsible for planning, financing, supervising, and implementing a wide range of construction projects including roads, bridges, transportation systems, water infrastructure, public housing, waste management facilities, parks, and smart city infrastructure. As urban populations continue to grow rapidly, municipal construction projects have become increasingly complex due to financial constraints, technological changes, environmental concerns, regulatory requirements, and stakeholder expectations. Consequently, effective urban construction project management has emerged as one of the most important challenges facing municipalities worldwide. This review article examines the major challenges associated with urban construction project management in municipalities and analyzes improvement strategies adopted in contemporary urban governance systems. The study investigates issues related to project planning, budgeting, scheduling, risk management, procurement systems, human resource management, environmental sustainability, digital technologies, and stakeholder coordination. Furthermore, the article explores innovative approaches such as Building Information Modeling (BIM), smart construction technologies, sustainable project management practices, and public-private partnerships that can improve project efficiency and reduce implementation risks. The paper adopts a qualitative review methodology based on academic literature, international reports, construction management studies, and urban governance research. Findings indicate that municipal construction projects frequently experience delays, cost overruns, regulatory conflicts, and communication failures due to inadequate planning and weak institutional coordination. In addition, rapid urbanization and climate-related challenges increase pressure on municipalities to adopt resilient and sustainable infrastructure strategies. The study concludes that successful urban construction project management requires integrated planning systems, technological innovation, transparent governance, skilled human resources, and effective stakeholder engagement.
