Modern Intelligent Transport Systems (ITS) enable seamless cross-border vehicle travel but remain exposed to major security risks. Traditional authentication and authorization architectures depend on a centralized Trusted Authority (TA), which introduces a single point of failure, susceptibility to cyber-attacks, privacy violations, and illegal authorization. To address these challenges, this study introduces Blockcybr, a decentralized framework for secure cross-border vehicle authentication and authorization built on a permissioned Hyperledger Fabric blockchain. At its core is a novel Proof of Authenticity and Integrity (POAI) process, which directs vehicles to their home country's Certification Authority for authentication, thereby safeguarding credentials. A smart contract enforces authorization through immutable, blockchain-stored access control policies, strictly adhering to the principles of separation of duty and least privilege. Performance and security evaluations show that computational overhead remains below ۲%, validating efficiency, while the architecture effectively mitigates threats such as single-point-of-failure vulnerabilities, spoofing, and unauthorized credential disclosure. By leveraging decentralization, immutability, and transparency inherent to blockchain, Blockcybr replaces insecure centralized models with a robust, efficient, and scalable alternative, ensuring secure and private cross-border vehicle communication while maintaining system integrity and availability.
