Urban organizations play a critical role in managing modern cities, delivering public services, implementing urban policies, and supporting sustainable development goals. Rapid urbanization, technological transformation, globalization, and increasing public expectations have significantly changed the operational environment of urban institutions and municipal organizations. In this context, human capital development and knowledge management have emerged as essential strategic tools for improving organizational efficiency, innovation, institutional resilience, and service quality in urban governance systems. This review article examines the role of human capital development and knowledge management in enhancing the performance of urban organizations. The study explores key concepts related to employee training, organizational learning, talent management, intellectual capital, digital knowledge systems, leadership development, and innovation management within urban institutions. Furthermore, the article analyzes the relationship between human resource capabilities, knowledge-sharing practices, technological transformation, and organizational effectiveness in municipalities and urban management systems. The article adopts a qualitative review methodology based on academic literature, public administration studies, organizational management research, and urban governance reports. Findings indicate that investment in human capital significantly improves institutional productivity, employee motivation, innovation capacity, and public service quality. In addition, effective knowledge management systems support organizational learning, strategic decision-making, institutional memory, and administrative adaptability within complex urban environments. However, organizational resistance, limited technological infrastructure, weak leadership systems, and inadequate training policies continue to limit the effectiveness of knowledge-based management practices in many urban institutions. The study concludes that sustainable organizational performance in urban institutions increasingly depends on continuous human capital investment, digital knowledge integration, collaborative organizational cultures, and adaptive leadership strategies.
