An innovative dynamic assessment of national sustainability using sustainable supply chain context: Integrating real-world feedback loops in evaluation of OECD countries

Today, concerns about environmental damage resulting from the excessive use of non-renewable resources have prompted countries to pay greater attention to the Circular Economy (CE) approach in sustainable management. Reliance on fossil resources not only jeopardizes natural reserves but also imposes high economic, social, and environmental costs on societies. These concerns have led scholars to conduct applied studies aimed at identifying macro-level solutions to minimize resource consumption and environmental damage. A major research challenge in this area is moving beyond prior conceptual and one-dimensional assessments. To address this issue, it is essential to develop actionable evaluation techniques and benchmarks for measuring and improving the sustainability of nationwide Decision-Making Units (DMUs). From a CE perspective, real-world assessments require the inclusion of comprehensive indices, such as bilateral and cyclical dynamic links, within the evaluation framework. Dynamic Data Envelopment Analysis (D-DEA) provides managers with a multifaceted evaluation tool capable of handling multiple criteria, including both desirable and undesirable outputs. Following the principles of Sustainable Supply Chains (SSC), this study incorporates inter-period bilateral measures and feedback loops to develop an innovative tripartite evaluation framework for assessing the sustainability of Organization for Economic Co-operation and Development (OECD) countries. Sustainability is evaluated through integrated environmental, circularity, and economic dimensions. In the case study, the capabilities of the proposed framework are examined using cross-period links and metrics, such as the long-term effects of past investments in national green and sustainability initiatives. The results differentiate countries based on their initial green budgeting and reveal significant variations in sustainability performance in future periods.
