The study evaluates the Kigugu Irrigation Scheme in Tanzania through the development of a Computer-Based Programme (CBP) for assessing irrigation scheme performance. Limited budgetary resources often hinder regular evaluations, highlighting the need for cost-effective solutions. The CBP collects performance data directly from farmers through simple prompts, such as "very good," "good," "bad," "yes," and "no," enhancing the efficiency and accuracy of evaluations. In ۲۰۲۳, the programme recorded an operational efficiency of ۸۵.۷%, demonstrating a strong correlation between maintenance practices and system functionality. Key challenges include a ۱۲% water loss and fluctuating canal performance, underscoring the need for further interventions. Despite these challenges, water distribution remained satisfactory, though socioeconomic factors, such as fee contributions, posed difficulties. The CBP demonstrated high accuracy in performance evaluation metrics and offers a cost-effective tool for regular scheme assessments. Future work will focus on training stakeholders in CBP usage and implementing smartphone-based data collection to streamline information gathering and improve farmer engagement.
