Success in the projects will not be ensured without analyzing the key stakeholders, yet neglecting them will consequent higher project costs. Management of the project stakeholders is not an exception either. Road construction projects for example, may have several yet different stakeholders, and due to the nature and high costs, inadequate attention to the stakeholders in such projects may lead to irreparable damages, not to mention the project delays and increasing unnecessary costs. In other words, for the success of a project, there should be a balance and interaction atmosphere among all the stakeholders, equipped with a comprehensive program dedicated to their management. Identification and assessment of key stakeholders is an important part of stakeholder management. This study aims to identify and rank the key stakeholders in road making projects; At first, stakeholders identified through interviewing experts and designing a questionnaire and obtaining their opinions based on their knowledge and experience. Then, by using power/interest matrix and trapezoidal fuzzy method for quantification of information. Finally the stakeholders are ranked based on the proposed program for fulfilling their demands. On the basis of the results, the key stakeholders inclusive of the employer, contractors, investors, Members of Parliament, traffic organization, rival contractors and legislatures are selected to be included in management and planning program.
