چکیده مقاله:

Background: Effective crisis management is essential for healthcare institutions and organizations facing emergencies, including natural disasters, pandemics, industrial accidents, and mass casualty events. Beyond technical resources, human factors—knowledge, skills, and organizational culture—play a critical role in mitigating risks and improving response outcomes. Objective: This review aims to examine the impact of training programs and culture development initiatives on crisis management effectiveness, highlighting evidence-based strategies to enhance preparedness, resilience, and decision-making in healthcare and organizational settings. Methods: A narrative review was conducted of studies published between ۲۰۱۰ and ۲۰۲۵, using PubMed, Scopus, and Web of Science. Keywords included “crisis management,” “emergency preparedness,” “training programs,” “organizational culture,” and “disaster response.” Studies focusing on the role of staff education, simulation exercises, drills, and cultural interventions in improving crisis response were included. Results: Evidence indicates that structured training programs, including scenario-based simulations, tabletop exercises, and continuous education, significantly improve staff knowledge, confidence, and decision-making skills during crises. Organizational culture initiatives that promote communication, teamwork, adaptability, and safety awareness enhance preparedness, reduce errors, and increase overall resilience. Combining training with culture development leads to more effective coordination, faster response times, and reduced negative outcomes during emergencies. Conclusion: Integrating continuous training and culture-building initiatives into crisis management frameworks is critical for improving organizational preparedness and resilience. Healthcare and other high-risk institutions should prioritize educational programs and foster a culture of safety, adaptability, and shared responsibility to enhance their capacity to respond effectively to emergencies.
