A Comparative Engineering-Based Framework for Restructuring Municipal Organizations in Iran: Lessons from Modern Urban Councils

This study adopts an engineering-oriented and comparative analytical approach to thoroughly examine the organizational structure and job descriptions of Iranian municipalities in comparison with modern global models. The primary objective is to identify existing gaps and deficiencies within current structures and processes and to propose an optimized and efficient model grounded in three fundamental pillars: organizational agility, data-driven governance, and active citizen participation. The proposed model is designed to empower and enhance urban management performance through the precise delineation of strategic, tactical, and operational levels, and the integration of advanced technologies such as urban data centers, intelligent decision-support systems, and citizen engagement platforms. Furthermore, a four-phase roadmap comprising analysis, design, implementation, and monitoring is presented as a coherent framework to ensure the successful deployment of the model and effective organizational change management. Findings from this research highlight that transitioning towards technology-enabled, modern structures is the key to improving municipal efficiency, transparency, and accountability, while establishing a solid foundation for sustainable urban development. Ultimately, this study serves as a foundational step toward the reengineering of urban management in Iran, offering both scientific insights and practical guidance for policymakers and municipal leaders.
