The rapid escalation of urban development, coupled with the continuous rehabilitation and retrofitting of existing infrastructure, has precipitated a dramatic surge in the demand for raw mineral aggregates within the global construction industry. Concurrently, the exponential depletion of natural resources underscores an urgent, fundamental need to transition toward sustainable practices, making the recycling of construction and demolition (C&D) waste a highly logical and essential proposition. This comprehensive study investigates the feasibility of recycling construction debris with a dual-pronged approach: a managerial perspective and an executive framework. From a managerial standpoint, the research evaluates the advancements in waste management both globally and within Iran, meticulously analyzing disposal methods through the lens of sustainable development indicators—encompassing environmental, economic, and social dimensions. From an executive and operational perspective, the study undertakes a rigorous qualitative assessment of construction debris. Experimental procedures, conducted strictly in accordance with ASTM standards, involve the systematic separation of concrete materials and the application of various treatment methods designed to enhance the physical and mechanical properties of the recycled aggregates. The primary objective is to yield optimized recycled materials suitable for structural concrete applications.
