Financial Transparency and Efficiency of Urban Infrastructure Expenditures: A Structured Literature Review

This study provides a structured literature review examining the relationship between financial transparency and the efficiency of urban infrastructure expenditures. Drawing on a systematic search and screening process across public financial management, public sector accounting, procurement governance, and urban governance literature, selected studies were categorized and analyzed according to transparency dimensions, efficiency indicators, and methodological approaches. The findings suggest that financial transparency enhances expenditure efficiency by reducing information asymmetry, curbing opportunistic behavior and corruption, strengthening accountability mechanisms, and improving budgetary decision-making. However, transparency alone does not automatically guarantee improved infrastructure outcomes. Its effectiveness is contingent upon institutional capacity, internal control systems, procurement efficiency, and long-term investment planning. The review highlights that effective transparency requires integration throughout the entire financial and project management cycle, supported by performance-based budgeting and operational auditing. By synthesizing fragmented evidence, this study develops a conceptual framework that clarifies the conditional and multi-dimensional relationship between financial transparency and the efficiency of urban infrastructure expenditures, while also identifying directions for future research.
