This paper examines the dynamic relationship between urban planning and sustainable development through a synthesis of twenty-one master's and doctoral theses produced between Y.). and Y. YE. Using a descriptive-analytical and comparative qualitative approach, the study integrates documentary analysis with expert validation to construct a unified conceptual model for sustainable urban management. Content from dissertations was coded and analyzed through MAXQDAYYY and NVivo, ensuring reliability via Cohen's Kappa (*,^V) and member checking. Results revealed three interlinked dimensions-Spatial Justice, Participatory Governance, and Ecological Adaptability-as the foundation of sustainable urban systems. Weak inter-institutional coordination and limited citizen participation were identified as key impediments to sustainability. Consequently, the research proposes an Integrated Framework for Sustainable Urban Management composed of policy coherence mechanisms and adaptive feedback loops. Overall, the framework shifts urban management from a fragmented, sectoral model toward a participatory and learning-based governance structure, reinforcing environmental resilience and social equity. The findings highlight the necessity of embedding justice, participation, and ecological responsiveness into urban planning to achieve true sustainability and resilient urban futures.
