Rising global temperatures, growing urban density, and aging infrastructure demand new approaches that go beyond incremental efficiency gains. This study presents a forward-looking framework for next-generation climate-adapted infrastructure built on four mutually reinforcing technologies. First, solar-powered cooling systems equipped with phase change materials and miniature direct-current compressors store thermal energy and maintain stable operation even under weak or off-grid power conditions, reducing peak demand and emissions. Second, multifunctional indoor air-purification systems-combining MopFan-based photocatalytic oxidation and salt-coated antiviral surfaces- neutralize airborne pathogens and remove volatile compounds with low energy consumption. Third, bio-based nanostructured filters derived from agricultural byproducts achieve over ۹۹ % removal of fine particulate matter while enabling circular-economy reuse of biomass and supporting optional antiviral coatings. Finally, intelligent digital-twin monitoring integrates high-density sensor networks with physics-based models and machine learning to detect and localize structural degradation in real time, extending asset life and improving safety. Together these advances form a comprehensive, scalable strategy to reduce carbon emissions, protect public health, and enhance the durability of critical urban and coastal infrastructure in the face of climate change. The framework points toward an infrastructure paradigm that is not only sustainable but also adaptive and predictive.
