This paper investigates the impact of the inclusive city on mitigating the consequences of climate change in metropolises using an analytical-descriptive approach. The introduction reviews prior research and international documents such as the ۲۰۳۰ Agenda and Habitat III, establishing the necessity of adopting the inclusive city approach to achieve sustainable development goals and reduce urban inequalities arising from inadequate policymaking. The inclusive city is defined as a city with universal services, technology, infrastructure, and management systems aimed at improving the quality of life and reducing environmental impacts. Furthermore, by highlighting the unfair effects of climate change on vulnerable communities and the role of human activities in exacerbating these changes, the groundwork for examining the solutions offered by the inclusive city is laid. The main research questions revolve around how the principles of the inclusive city help reduce vulnerability and enhance the resilience of metropolises, the impact of inclusive city policies on vulnerable groups, the role of citizen participation in inclusive urban planning, and how investment in inclusive infrastructure contributes to reducing greenhouse gas emissions and increasing the ability to cope with the consequences of climate change. The theoretical framework section, drawing on relevant research and theories, explains the relationship between urbanization, greenhouse gas emissions, urban vulnerability to climate change, and the importance of inclusive and participatory approaches. The concept of the inclusive city as a highly integrated urban space that manages pervasive information technologies within the urban environment and emphasizes social justice and citizen participation is examined. Additionally, community-based adaptation approaches and the IPCC's definition of climate change are presented. Mark Weiser's theories of ubiquitous computing are introduced as the basis for the inclusive city idea, emphasizing the integration of information and communication technology in the urban space. The social justice approach and the creation of compact cities with mixed land uses and connected public spaces are discussed as important aspects of the inclusive city. The significance of local community and stakeholder participation in climate change adaptation planning and the role of inclusive public spaces in enhancing urban resilience and health are also elaborated upon. The connection between air pollution and climate change, and their impacts on human health, particularly vulnerable groups, is also explored in this section.
