Earthquake Early Warning Systems (EEWSS) represent a critical advancement in mitigating seismic damage for urban areas. This study reviews global EEWS implementations - including Iran, the U.S., Japan, and Mexico highlighting their methodologies and integration with public infrastructure. Focusing on Tehran, Iran, situated atop active faults with a history of Mw ۷.۰+ earthquakes, the development and deployment of the Tehran Earthquake Early Warning System (TEEWS) is detailed. Beginning in ۲۰۱۰ as a regional/network-based system, TEEWS utilizes accelerometer stations to detect P-waves, estimate hypocenter location via probabilistic algorithms, using probabilistic location and site-calibrated magnitude scaling relations. During its ۲۰-month trial, TEEWS provided up to ۱۲ seconds of warning with median errors of ۵ km (location) and ۰.۶ magnitude units (Mw). Challenges include lack of data for major earthquakes, in addition to establishing more stations. The system demonstrates feasibility for automated risk mitigation in high-threshold scenarios, though bedrock station placement and large-earthquake simulations require further optimization.
