Public sports, as a pillar of social health and sustainable development, require effective human resource management at both operational and strategic levels. This study aims to explore the challenges and strategies for sustainable development in managing human resources in public sports, focusing on the roles of three key groups-coaches, volunteers, and managers-in expanding community-based physical activity. The research follows a descriptive-analytical approach and utilizes a standardized questionnaire. The statistical population includes active participants in public sports programs across cultural centers, municipalities, and NGOs in Tehran Province. Data were analyzed using SPSS software. The results reveal that lack of motivation among volunteers, absence of a cohesive training system for coaches, and weak HR policy-making by managers are among the most significant challenges. In contrast, strategies such as designing incentive systems for volunteers, organizing specialized training courses for coaches, and developing HR policies based on social participation show high effectiveness in promoting public sports. By presenting statistical analyses and practical recommendations, this paper seeks to support urban managers, sports institutions, and health policymakers in designing sustainable human resource models for community sports development.
