Safety and stability of structures during the construction phase is one of the most challenging, yet vital, aspects of civil engineering. The ASCE/SEI ۳۷-۱۴ Standard, published by the American Society of Civil Engineers, serves as the primary reference for determining design loads during this phase, aiming to provide a coherent and risk-based framework. This research paper presents an in-depth critical analysis and comprehensive performance evaluation of this standard. The primary research problem addresses the extent of efficacy and validity of ASCE/SEI ۳۷-۱۴ when confronted with advancements in construction technology, changes in parent standards (specifically ASCE ۷), and the increased risks resulting from climate change. The methodology is based on qualitative content analysis of the standard, comparative analysis with newer versions of international references and standards, and the examination of case studies related to practical challenges in modern projects. The findings indicate that although the standard was considered a significant step forward at the time of its release, it now suffers from fundamental deficiencies due to an 'obsolescence gap' (reliance on ASCE ۷-۱۰), a 'technological gap' (failure to cover new construction methods), and a 'conceptual gap' (overly simplistic approaches in the seismic and geotechnical domains). By precisely identifying these gaps, this paper offers a proposed framework for revision and the development of the next generation of this standard, aiming to ensure safety and efficiency in the construction industry.
